Charhar Institute Holds Seminar for Foreign Diplomats of Developing Countries Taking a Chinese Language and Culture Program

A delegation of foreign diplomats of developing countries taking a national-level program on Chinese language and culture visited the Charhar Institute and attended a seminar on China-Africa relations and China-South Asia relations organized by the Charhar Institute in Beijing on December 13th, 2019.

At the seminar which was held at the Communication University of China, Shen Shiwei, Research Fellow of the Charhar Institute and Invited Research Fellow of African Research Institute of Zhejiang Normal University, gave a speech on China-Africa relations and Cheng Xizhong, Senior Fellow of the Charhar Institute and Invited Professor of Southwest University of Political Science and Law, gave a speech on China-South Asia relations.           

Liu Yang, Assistant Secretary General of the Charhar Institute, presided over the seminar. On behalf of Han Fangming, Deputy Chairman of the Foreign Affairs Committee of the CPPCC National Committee and Chairman of the Charhar Institute, she extended sincere welcome to the diplomats. She introduced the Charhar Institute and said that it is an important part of public diplomacy to experience the language and culture of different countries, which is of great significance to enhance understanding and people-to-people exchanges between different countries.

Zhao Xinli, Senior Fellow at the Charhar Institute and Deputy Dean of Advertising College of Communication University of China, also welcomed the delegation on behalf of the Advertising College. He then introduced the Communication University of China and the Advertising College to the diplomats and hoped the seminar a success.           

Based on his own experience in Africa, Shen Shiwei, Research Fellow at the Charhar Institute, shared his ideas on the opportunities and challenges for the development of China-Africa relations against the backdrop of the transforming international situation in which there are a lot of uncertainties.

He said that China-Africa cooperation is like an important “window” opened for Africa's future development. China and Africa have always been a community of common destiny with mutual benefit and win-win results. Common historical experience and shared development vision have forged a profound friendship between China and Africa.

He stressed that no matter how the international situation changes, China's policy on strengthening solidarity and cooperation with Africa and on promoting peace and development in Africa will not change. And China’s position of supporting Africa's joint self-reliance will also not change.           

Cheng Xizhong, Senior Fellow at the Charhar Institute, noted in his speech that developing diplomatic relations with countries of South Asia is an important part of China's Peripheral Diplomacy.

Then focusing on three topics on this, which were China-India relations, China-India territorial dispute and the China-Pakistan Economic Corridor respectively, he analyzed the development and challenges of China-South Asia relations with both historical background introduction and vivid examples.

On the China-India relations, he said although there were some problems between China and India, the two countries have established more than 30 mechanisms of meeting, consultation and cooperation covering various fields, which have helped both sides resolve conflicts in a timely manner. 

He emphasized through the past decades, the China-India friendly cooperation has always been the mainstream, and he believed the China-India relations will develop to a higher level. 

As on the China-Pakistan Economic Corridor, he said that the China-Pakistan Economic Corridor is an important platform for regional cooperation. He pointed out that if the conflicts between relevant countries and regions can be solved peacefully, the Economic Corridor will help drive not only the development of South Asia, but also the development and prosperity of Central Asia, West Asia and even a wider range of areas.           

Twenty-seven diplomatic officials from six countries including Indonesia, Laos and the Philippines took part in the event.These diplomatic offcials were taking a program on Chinese language and culture which is specifically organized for diplomats of developing countries. 

The program is a national-level foreign aid training program commissioned by the Ministry of Commerce of the People's Republic of China, which aims to help diplomats from developing countries better understand China through cultural exchanges and academic discussions and promote exchanges and cooperation in various fields, especially in the diplomatic field.

Several days earlier, the Charhar Institute had also received a group of young diplomats of Burkina Faso led by the Beijing International Institute of Chinese Studies.
